Job Title : Director Implementation and System Support

Department / Unit : Senior Management

Reports to : Chief of Party (COP)

Background :

John Snow Health Zambia (JSH-Z) with support from USAID through the eSCMIS Project will continue assisting the Government of the Republic of Zambia in the rollout of a next-generation electronic supply chain management information system (eSCMIS).

The eSCMIS Project aims to increase the use of health services, decrease disease burden and increase quality of life through ensuring appropriate quantities and quality of health commodities are available at health facilities to meet patient demands.

Continuing the rollout of and provision of technical support to the existing eLMIS will enable a seamless transition from the activities being done under predecessor projects.

Establishing public private partnerships to promote sustainability and eSCMIS transition to the government are key objectives in Zambia during this 5-year project plan.

The eSCMIS Project will work closely with and in support of the Ministry of Health.

Position Description :

The Director Implementation and System Support will assist senior management in providing overall management and strategic vision for project technical activities.

S / he will oversee implementation of the eLMIS FE to 1,000+ health facilities as well as supporting the system at the existing 600+ health facilities.

The Director Implementation and System Support will work closely with the Director Data Analysis and Transition on the development and utilization of IMPACT teams to improve data utilization of the system and ensure sustainability and transition to government ownership.

S / he will strategically use project data for decision-making. The Director Implementation and System Support will report to the COP and help in achieving the project’s goals and objectives.

Roles and Responsibilities :

  • Serve as a member of the Senior Management Team (SMT) and assist the COP and DCOP in providing the overall vision and technical strategic direction for the project.
  • Assist the COP and DCOP in developing and updating annual work plans and meeting project deliverables.
  • Provide technical oversight, quality accountability and management of the system implementation team by facilitating the development and execution of team objectives, expectations, goals and activities.
  • Hold routine team meetings to review tasks, timeframes, priorities, challenges, etc. Provide coaching, mentoring and support to supervisees.

    Advocate for SI team members with senior management.

  • Ensure that the Facility Edition eLMIS is deployed in approved health facilities according to developed standards.
  • Ensure that Facility and Central Editions eLMIS are functional in all deployed health facilities, hubs and at Medical Stores Limited (MSL).
  • Ensure that eLMIS innovations are identified, shared and applied when appropriate through regular discussion with eSCMIS technical teams.
  • Work across teams to implement the IMPACT team structure for ensuring a data analysis culture throughout the MOH supply chain system.
  • Represent the eSCMIS project at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and / or donor agencies.
  • Participate in various working groups, as required.

  • Provide direct supervision to the Implementation and System Support Manager(s) and the MSL-seconded Helpdesk Officer, including development of individual roles and responsibilities, definition of tasks, development and documentation of professional development plans, and conducting performance appraisals with supervisees.
  • Oversee the preparation and presentation of information on the following : Strategies for implementing Facility Edition eLMISStrategies for supporting Central Edition eLMIS at MSLGeographical Information Systems (GIS) thematic mapsResults from field implementation visits and helpdesk supportIT policies and procedures
  • Implement and adhere to JSH-Z’s personnel and fraud management policies.
  • Perform other duties as assigned by the COP and DCOP.
  • Qualifications :

  • Advanced degree (Masters or higher) in information systems or related field or equivalent experience
  • At least ten years of experience in Information Systems, five of which should be in the private or public sector logistics in developing countries;
  • At least three years of project management experience, supervisory experience or equivalent leadership / management experience;
  • Knowledge of Open Source databases such as PostgreSQL and MySQL, Open Source programming languages such as Java and Python;
  • Experience working with senior government officials;
  • Ability to guide strategy development, manage implementation of projects and lead a team;
  • Strong representational and interpersonal skills;
  • Excellent written and verbal communication and presentation skills in English;
  • Experience working with supply chain tools;
  • Strong initiative and self-motivation required, with a commitment to teamwork;
  • Ability to travel for extended periods of time in-country to support technical activities;
  • Willingness and ability to travel internationally, including to the US.
  • Experience with USAID and other donor agencies;
  • Experience in logistics / supply chain management and / or public health commodities, especially HIV / AIDS and Laboratory commodities;
  • Supervision and Reporting :

    The Director Implementation and System Support will work under the guidance and supervision of the COP.
